Playing with someone else's money

This article has the following graph:
To pay for the costs of the bill, negotiators agreed to assess a fee on banks with assets of more than $50 billion and hedge funds of more than $10 billion in assets to raise $19 billion over 10 years.
How is this acceptable?!?!? Congress writes yet another 2,000 page legislation that no one will read and they negotiated over how to pay for it by discussing who to tax!! Amazing.
