Collateral damage in the war on terrorism?

Last year(?) the geniuses in our federal government decided that traveling between the U.S. and Canada required a passport rather than the traditional driver's license and a reasonable chance of actually being an American. According to Sporting News Today, it seems that the University of South Florida, having accepted a bid to play in the International Bowl in Toronto, have to scramble to find passports for 178 players, cheerleaders, band members and other football personnel.
