At the moment, that is. Here is an interesting study by Andrew Chamberlin at the Tax Foundation concerning the predicted impacts of the proposed cap-and-trade system for containing and reducing carbon emissions. One interesting graph:
While it seems that the higher income groups will pay more in absolute dollars under the cap and trade system, the percentage of household income plot shows that the tax is actually regressive!!
I wonder whether such information would change anybody's mind about binding limits on carbon output?
