Who voted how?

Here's a list of the Ayes and Noes from today's "vote" on the so-called bailout plan.

Notice the title of the vote:

BILL TITLE: To amend the Internal Revenue Code of 1986 to provide earnings assistance and tax relief to members of the uniformed services, volunteer firefighters, and Peace Corps volunteers, and for other purposes


The bail-out is, I presume, part of the "other purposes"?

Who could, in good conscience, vote against volunteer firefighters?

I suspect the title in the roll call is incorrect. The correct title (which makes more sense) is "To provide authority for the Federal Government to purchase and insure certain types of troubled assets for the purposes of providing stability
to and preventing disruption in the economy and financial system and protecting taxpayers, and for other purposes."
