This story from Massachussetts suggests that tax exempt organizations are often asked for contributions to their local tax jurisdiction for services rendered. I would not be surprised if this were the case in other parts of the country. However, if a tax exempt organization is asked for a donation, isn't that a form of taxation?
An interesting quote:
"As finances and budget gaps become a continual issue facing most Massachusetts cities and towns, tax exempt institutions are looked to for greater contributions than in the past," wrote Colton.
In other words, contribute more or face full taxation?
