Typically Russian?

This picture was evidently taken in a hotel somewhere in Russia.

The picture epitomizes much of what I have read about Russian/Soviet engineering and design. If the hotel was built during the Soviet era, it is entirely possible that the design for the hotel bathrooms had ample room, but when it came to actually building the structure the materials were not available or they were redirected to other purposes.

Nevertheless, the picture shows the ingenuity of the Russian in how to deal with the incompetence of others or the bureaucracy as a whole.
