Everything is relative

Here are the homicides in roughly downtown Dallas, TX, through July 2005. The square area here is much larger than the similar graph from DC:



Here are the stats for Arlington, TX: 2004 population 359,000, homicides 14. Compared to here, DC does seem like a war zone. Compared to other cities, perhaps DC doesn't seem so bad. It is likely the case that people become accustomed to their environment over time. Given the relative lack of homicides in Arlington, TX, the number of murders in Dallas and in DC are much higher and would be of concern to me.

To others it might not seem like a big deal.
