Why the Federal Budget is in such a mess?

Exhibit 3 of this article describing " The Recent Growth In Medicaid Spending, 2000-2003."

Looks pretty innocuous right? Until you look at the units of the first three columns - those are billions of dollars. The estimated total spending in 2000 was $205.7 billion, but what numbers come after the "seven"? Does anyone really know?

I wonder if the Medicaid administration has any idea as to what they are spending. $0.7 billion is only $700 million dollars. Do that a few times and pretty soon you are talking about some real money.
