From today's Chronicle of Higher Education (password required):
THE COST TO COLLEGES of hiring foreign faculty members, researchers, and medical residents who hold H-1B visas is about to go up, thanks to recent revisions in immigration-labor law. The changes include a new $500 antifraud fee on each petition for that type of visa.
Schools are also required to pay foreign faculty 100% of the prevailing local wage rate instead of 95%. Sounds like protectionism in the guise of quality control.
