When not to expand an international airport?

Right "after 9-11, airline bankruptcies, the Iraq war, the SARS outbreak, increasing jet fuel prices, and airline labor unrest."

D/FW airport is putting the finishing touches on a brand new terminal at a cost of $1 billion even as the airport is having to consider "sealing off" part of an old terminal because Delta Airlines is pulling out of DFW (thanks, Delta, now I can't get a direct flight to Savannah, Georgia).

Airport officials claim they "wouldn't have considered building terminal D if they suspected Delta was leaving." Yeah, I bet so.
